What is a Home Care Aide?
A Home Care Aide provides nonmedical support that helps an older adult or person with a disability remain safe and independent at home. Duties may include personal care, meal preparation, companionship, errands, light housekeeping, mobility support, reminders, and observation.
Registration is not the same as a nursing license. It documents the California application and background-check process and allows registration status to be checked through the Home Care Aide Registry.
Who uses HCA registration?
Home Care Organizations use registered and affiliated aides to provide home care services. California also defines an independent Home Care Aide as an adult who is not employed by a Home Care Organization, is listed on the registry, and provides home care services through a direct agreement with a client.
How to register
- Create an account in the Guardian Applicant Portal.
- Start the Home Care Aide registration application.
- Enter the Home Care Organization PIN supplied by an employer, or use the independent Home Care Aide PIN shown in CDSS instructions.
- Pay the state registration fee.
- Download the pre-populated Live Scan form and complete fingerprinting with an authorized vendor.
- Monitor your application and registry status.
What jobs can HCA registration support?
Common job titles include in-home caregiver, personal care aide, companion caregiver, dementia caregiver, respite caregiver, overnight caregiver, and live-in caregiver. Employers may add training requirements for transfers, dementia, infection control, CPR, driving, documentation, or specific client needs.
Renewal and keeping information current
CDSS provides online and mail renewal processes. Keep your contact information current, follow renewal instructions before expiration, and confirm your registry status when changing employers or moving between independent and agency work.

- Will the organization submit or affiliate my registration, or must I apply independently?
- Who pays the registration and Live Scan costs?
- Is travel time or mileage between clients paid?
- What happens when a client cancels a shift?

Can I register without an employer?

Does HCA registration make me a CNA?

Can an HCA give medication?
Job duties depend on the care plan, employer policy, training, and California rules. Never assume medication tasks are allowed simply because a job title says caregiver or HCA.
